The governance of Thomas Jefferson Memorial Church — Unitarian Universalist rests with the voting membership. Congregational meetings are held annually for the purpose of filling elected positions and approving the operating budget. Other congregational meetings may be scheduled as necessary. Members elect a Board of Trustees to have general charge of the affairs and property of the church, to formulate policies and recommend actions for the consideration of the congregation, and to administer the church in accordance with the Bylaws.

The Board meets at 6:45 pm on the third Wednesday of each month in the Social Hall. Board meetings are open to all members of the congregation. Most committees and groups within the congregation are organized into Councils (Community  Life Council, Social Justice Council). Congregation-elected and board-appointed committees report directly to the Board.
